Dodohan Collabo is a social venture established to resolve the issue where the gap in youths' backgrounds and access to information leads to actual disparities in opportunities. The company focused on the structural problem where young people miss out on opportunities—not because of a lack of policies, but because existing policies and support information fail to reach those who need them in a timely manner.

The company's core service, ‘Yeolgodatgi (OPCL)’ is a platform that collects and standardizes information distributed across the central government, local governments, public institutions, and private enterprises in sectors such as housing, employment, finance, entrepreneurship, education, and culture. It helps users easily navigate and find policies tailored to their specific conditions, including age, region, income, employment status, and areas of interest. Since its official launch in 2020, it has collaborated with various public institutions and corporations through policy content, newsletters, and research. It has now grown into a major platform serving approximately 100,000 monthly active users and has reached 2 million cumulative users. The company was founded in October 2019 by CEO Kyuhee Won (39).

Dodohan Collabo's flagship product is the customized youth policy platform, Yeolgodatgi (OPCL). Yeolgodatgi (OPCL) collects and structures nationwide youth policy information scattered across central and local governments, as well as public institutions, recommending policies that strictly match individual criteria such as age, residence, employment status, income, and interests. By presenting complex policy information in an easy-to-understand format, it helps the youth quickly discover the support they need and directly connects them to the actual application process.

Yeolgodatgi (OPCL) goes beyond functioning as a simple policy information provision platform; it also serves as a youth data analysis and research hub. Based on platform usage data, proprietary surveys, interviews, and FGIs (Focus Group Interviews), it analyzes the policy demands and lifestyle changes of the youth. Furthermore, it conducts research and studies on various youth agendas, including NEET (Not in Education, Employment, or Training) youth, regional settlement, financial life, housing, and employment. Through this, it identifies the actual support young people require and provides vital data and insights to help public institutions and local governments design more effective policies and projects.

Currently, building upon Yeolgodatgi (OPCL)'s nationwide policy database and customized recommendation technology, the company is developing an AI policy consultation tool. When a user inputs their situation using natural language, the AI analyzes the conditions, recommends suitable policies, and guides them through application eligibility, procedures, and required preparations. Moving forward, the company plans to expand its business beyond a policy recommendation platform for individual users to a policy data API and a SaaS-based AI consultation solution that public institutions, universities, and youth centers can directly utilize.

Yeolgodatgi (OPCL)'s competitive edge can be summarized in four key points. First, its continuously accumulated policy data asset. For years, the company has directly collected and verified youth policies, reclassifying them based on criteria that users actually search for and easily understand. This accumulated data and operational know-how represent a core asset that is incredibly difficult to replicate in a short period.

Second, its personalization capability from the perspective of youth users. While most public websites provide information based on institutions or project units, Yeolgodatgi (OPCL) reconnects information based on an individual's actual life and conditions. Its differentiating factor lies in helping users realistically determine, “Can I actually apply for this?” by concurrently considering multiple conditions—not just the policy sector, but also region, age, income, employment status, and housing type.

Third, it boasts a structure where data, content, and research are seamlessly interconnected. Yeolgodatgi (OPCL) does not stop at collecting policy information; it continuously gauges youth responses and demands through newsletters, card news, interviews, monthly surveys, and FGIs. Because user behavior and research data can be fed back into the service and institutional collaborations, the platform can expand beyond delivering policies to driving policy improvements and analyzing precise outcomes.

Fourth, it features a highly scalable B2B technology model. As a data-driven business model, it possesses high growth potential because it can generate recurring revenue without relying solely on advertising or content creation. It can easily scale into a SaaS model that combines institutional policy APIs, AI consultations, data analysis dashboards, and consultation history/application management.

Regarding future plans, CEO Won stated, “Dodohan Collabo's goal is to evolve Yeolgodatgi (OPCL) from a simple policy search service into an integrated platform that connects various public and private opportunities and services essentially required by the youth.” He further emphasized, “By integrating not only government and municipal policies but also private-sector services in finance, housing, employment, education, and careers, we aim to expand into a youth-specialized super app that connects users to the most suitable options based entirely on their situations and needs.”
